"In 2010, the unit did intake on 1,404 cases containing 3,960 pieces of property, disposed of over 1,000 drug cases, transported evidence for 160 cases to West Virginia State Police Forensic Laboratory for processing and traced 414 firearms for the BATF through the National Tracing Center. "

The Administrative Bureau is responsible for payroll, purchasing, recruiting, training, grants, vehicle maintenance, and community and neighborhood programs. The Records Division is responsible for reports, N.C.I.C. validations and municipal court. The Property and Evidence Section, which also falls under the command of the Administrative Bureau, is responsible for the intake, storage, security and expungement of all property and physical evidence.

One aspect of the bureau that has undergone a massive transition is the Evidence Property Storage Facility. During an extensive bin audit of the property room, several thousand items were disposed, including the destruction of 405 firearms. Additionally, a modern method of tracking and maintaining monetary evidence has been implemented. This is all being done as a precursor to implementing a bar code evidence management system in our property room.

The purchasing process for our department has been completely reorganized and modernized. A new system for filing purchases by vendor has been implemented. Additionally, the departmental budget, including all related documents, has been completely computerized. Now, as expenditures change, the changes are automatically carried over to budget documents, providing highly accurate and instantaneous information for budgeting purposes and improved budgetary oversight.

 

Systems Management Unit

This unit was created in 2011 to manage the ever-increasing technological demands on policing.

Motor fleet, evidence, property and records management fall under this command. In 2012, the Property Unit processed 1,562 cases containing 3,561 items of property were logged. 700 cases were disposed of and over 200 cases were submitted to the West Virginia Crime lab for analysis. The Records Division processed 11,829 reports.

HPD is in various stages in the implementation process of a number of technology based project aimed at improving efficiency, transparency, and improving the quality of service to the community. The completion and maintenance of these projects are essential to the success of the Huntington Police Department. Kohson Perkins, IT coordinator for the department, is tasked with this responsibility. His knowledge, skill and abilities have authenticated him as a valuable asset to the department.

During 2012, the Systems Management Unit has been responsible for maintaining the department's interoperable digital radio system. Kohson Perkins and Captain Rohrig underwent specialized training in the programing and maintenance of the department's radios.

The in-car video system recording citizen/officer contacts, GPS and computer aided dispatch systems have been fully implemented and have greatly contributed to officer efficiency and transparency for the department. Future operations will focus on maintaining and improving these valuable systems.

Systems Management Personnel have also been tasked with maintenance of the city's 26 cameras located at various locations in our city. Systems Management Personnel have designed configured and administered the addition of three new cameras to the "Firetide HotPort" mesh network. The unit identified reliability issues with the existing Fairfield West camera network. Work was performed to address those issues increasing its reliability and operability.

Work on the electronic report management system continued. Part of this work involved the installation of 27 new computer terminals in the department's vehicles. This system will be completed and fully operational in early 2013, allowing the department's officers to complete initial and supplemental reports directly to one central system, ensuring comprehensive data collection and retrieval capabilities in an efficient and streamlined manner.

During 2012 Systems Management identified a number of programs requiring modernization. One such program is the department's "Mugshot" system and the patrol vehicle's modems. The unit is currently developing plans and estimates for upgrading and these two vital systems.
